Job DescriptionVacancy for Lao National Position Title: Supply Chain Manager. Location: Vientiane. Purpose of the position: To establish a strategic direction for the Supply Chain Management (SCM) systems and functions in World Vision Laos (National Office and 3 Zonal Offices), promote a centre of learning which is accessible to other countries. Support the successful implementation of the Supply Chain Management pilot. Ensure compliance to local and WV global policies and procedures, set and report on local performance metrics. This position has supervisory responsibility for the Procurement Officer and Business Analyst at the National Office (NO) and matrix relationship with the Admin Officers at Zonal Offices for Supply Chain Management. This position will liaise with the internal members of the World Vision Partnership at Regional and National Offices, external local and regional vendors, and members of the iNGOs on supply chain management “Community of Practise” as well as WVL’s volunteers and beneficiaries. Major Responsibilities: A. (A) Build, Lead and Manage National Supply Chain Management Function (25%) • Lead and coordinate Supply Chain Management (SCM) teams at the NO and Zonal Offices to perform efficient, cost effective and quick procurement and distributions. • Represent Supply Chain Management to the Senior Management Team. • Promote integration and standardization of Supply Chain Management activities across World Vision Laos. • Communicate the benefits of joint working across all programmes, i.e. Relief and Area Development Programs (ADPs) and ensure reporting lines to National Office are adhered to. • Manage SCM communications with the Regional and Global Office. • Regularly report status and progress to National Director. • Manage interactions and relationship with Operations, Finance and other departments to facilitate improvements in knowledge sharing and communications. B. (B) Performance Measurement and Management (15%) • Lead coordination and reporting of performance metrics with senior management team and develop a framework to capture these. Metrics would include internal sourcing, supplier performance and benefits tracking. • Manage direct and matrix reports ensuring clear individual performance objectives, key performance indicators and completion of individual learning targets. C. (C) Strategic Sourcing and Procurement Planning (15%) • Manage relationships with key suppliers. • Lead negotiations for large/strategic contracts; manage consistent and effective strategic sourcing process and communicate sourcing approaches to relevant stakeholders. • Direct content for key supplier contracts, including terms and conditions to mitigate risk for World Vision Laos. • Negotiate with suppliers for the delivery of quality products on the best terms, prices and payment conditions possible for the benefit of WV Laos’ programs • Lead annual and quarterly procurement planning meetings. • Direct development of consolidated procurement plan for World Vision Laos. D. (D) Technical & Operational Support (20%) • Review and update procurement procedures/policies and systems ensuring efficiency and prompt delivery of goods. • Analyse customer’s requests and identify patterns based on their local context, location, available vendors; business practices and identify the appropriate business solutions. • Ensure that managers are familiar with all WVL and WVI purchasing policies, standards and procedures and ensure that those policies, standards and procedures are followed by all staff at all times. • Manage customer service satisfaction by performing consistent and periodic review of work orders and ensure proper escalation processes are being performed, identify the necessary resources to resolve and provide recommendations for mitigation of similar situations. • Collaborate with IT department to ensure that procurement systems are updated and SCM staffs are aware of the updates. E. (E) Distribution and Return Planning and Support (15%) • Oversee daily internal/external warehouse and transport operations and provide logistics support to National Office operations. • Plan and oversee freight terms contract application. • Monitor supplier compliance to shipping requirements. • Oversee freight bill audit and payment. • Select and manage third party providers for warehousing and transport. • Manage third party contract compliance and service levels. F. (F) Learning and Growth (10%) • Assess, identify, design and conduct orientation on procurement policies, procedures and standards to WV Lao Managers and staff. • Identify training needs of direct report and facilitate access to training resources and opportunities. • Participate and provide input to the Global Supply Chain Management (GSCM) Community of Practise. Education: • Masters degree in business administration, commerce, accounting, or any relevant field. Knowledge & Skills: • Strong communication, accounting skills, able to work under pressure and have knack for details. • Have sound knowledge and understanding of the commercial purchasing process in Laos, technical competence in preparing the finance documents required to support purchase transactions and a clear understanding of the need for precise and transparent record keeping. • Strong interpersonal and problem solving skills and demonstrate ability to work in a team. • Computer literate. • Ability to plan and organize. • Flexibility and adaptability. • Ability to prioritize. • An attitude of cooperation and understanding. • Ability to keep confidential personnel and HR information. • Driving skills, able to drive motorbikes, cars, and four-wheel drive trucks. • Willingness to learn new tasks and accepts responsibility. Experience: • Minimum of 5 years experience in Supply and Chain Management. Salary is based on qualifications and experience.
