Job Description

Human Resources Assistant

Division/Section: Human Resources Section
Work location Post level: Vientiane, Lao PDR
Contract type/ Duration: Fixed-term appointment / One-year contract renewable



Key Responsibilities:

Recruitment and Selection:
Responsible for day-to-day activities of the recruitment and selection function to meet the objectives and timelines of the programme / divisions / sections and ensuring that the recruitment and selection are in line with MRCS policies and procedures and its budget. These activities include:

• Assists in verifying Personnel Requests from Programmes / Divisions / Sections prior to process with the HR Officer;
• Prepares a draft of job advertisement;
• Assists in coordinating with the programmes / divisions / and sections to ensure the job description is updated prior to the advertisement;
• Coordinates with the Webmaster, ICCS to place the job advertisement on the MRCS website, and checks to ensure its correction;
• Liaises major newspapers, online recruitment agencies in 4 member countries for MRCS job advertisement;
• Liaises MRCS networks including AIT, MI, Ausaid Scholarship website, ICEWARM website to post MRCS job advertisement or new vacancies with them. Searches for more channels to ensure enough suitable candidates have been approached;
• Liaises international web sites for advertising MRCS vacancies if the position is for international staff or consultant including www.devnet.com, www.devex.com;
• Liaises recruitment agencies in 4 member countries for additional applications for the vacancies required and when required;
• Prepares a letter to communicate with NMCs regarding to the job advertisement for the positions required;
• Drafts the memo to appoint the panel member for the consideration and approval of the CEO;
• Assists in Organizing an interview and communicating with the interview panel members to ensure it is run smoothly;
• Liaises with the candidates for the written tests and interview. Arranges with the candidates for the matters required in regarding to interview;

General Administration:
• Files document for Human Resources Management Unit, creates new personal file for new staff and updates folder for consultants under Fisheries which is separated from cabinet of other consultants;
• Updates attendance record, informs staff once per year the annual leave balance of each staff and provides the AL balance upon request by staff;
• Combines the applications from 4 Member Countries, prepares list of candidates, copies of all applications and distribute the applications to panel members according to the timeline;
• Prepares Travel Authorization, Request for Payment/Advance in matters related to HRS;
• Assists in updating the MRS organization chart when the new comer / staff on board every 15th of the month;
• Sends out the introduction email of new comers / staff at least 1 day in advance prior to the starting date of new staff;

Contractual management:
• Assists in preparation of Special Service Agreements and Service Contracts for hiring consultants;
• Maintains and updates consultant’s files and database;

Other Tasks:
• Performs other duties related to the post as assigned by the Supervisor and Section Chief;
• Performs other duties when required particularly during the absence of the HR Officer/ Assistant.

• At least bachelor degree in Human Resources Management, Personnel Management, or other related field;
• At least 3 years’ experience in human resource management or administrative work in an international organisation;
• Sound knowledge of recruitment and selection function;
• Detailed oriented, and service-minded;
• High level of confidentiality, accountability, reliability, accuracy and computer literacy;
• Good working knowledge of both written and spoken English;
• Basic accounting knowledge and experience in payroll preparation is an advantage;
• Knowledge of more than one riparian language will be an advantage.
