Job DescriptionNam Ngum River Basin Development Sector Project Additional Funding (NNRBDSP-AF) Department of Planning Ministry of Agriculture and Forestry ADB Project Number: 33356 Job Announcement Watershed Management Planning Specialist (international) Nam Ngum River Basin Development Sector Project Additional Funding is financed by ADB to continue the on-going activities of the predecessor Nam Ngum River Basin Development Sector Project (2002-2010) which was financed by ADB and AFD. The expected impact is the optimal use of the Water resources, especially in the Nam Ngum River Basin. The project outcome will be integrated watershed management improved in the Nam Ngum River Basin. The Additional Funding Project covers 3 provinces (Vientiane Province, Luang Prabang Province and Xiengkhuoang Province), 10 Districts and Headquarter located at the Ministry of Agriculture and Forestry Vientiane. MAF now invites qualified individuals to indicate their interest by providing their CVs (including information showing the candidate’s general experience for similar assignments and experience in similar assignments, knowledge of local conditions, etc.), Duties and Responsibilities: 1. In collaboration with the agricultural extension component, assist IWMU in establishing working relationships. 2. Assist IWMU in disseminating and getting feedback of the Watershed Landscape Continuum Plans (WLCPs) through village development planning processes. 3. Review and update the three consolidated WLCPs. 4. Examine and recommend mechanisms for incorporation and integration of the three consolidated WLCPs to the land use planning processes. 5. Review the implementation status of the Watershed Management Development Plans and WLCPs handed over to the local authorities. 6. Prepare a plan for the integration of WLCPs through village development planning processes and district land use zoning to the local development plans. 7. Review the implementation status of the coordination agreement reached between IWMU/MAF and IWRM/DWR under MoNRE and advises on the strengthening of the cooperation. 8. Working closely with the Agriculture extension and livelihood development component (Component 3) to ensure that Watershed Management Landscape Continuum plans are fully applied. 9. Review the Sub basin profiles in the view of the current livelihood and socio economic development status. 10. Develop and implement a capacity development plan for the IWMU and district staff. Qualification Required 1. Master’s Degree in Agriculture, Forestry, Environmental Science, Watershed Management. 2. At least 10 years experience in Upland Area Development dealing with Shifting Cultivation Stabilization, Land use Planning and Land Allocation, Watershed Management, Environmental management in Lao PDR and Southeast Asia. 3. Demonstrated experience and ability to manage, analyze and optimize data and information acquired/provided by various sectors. 4. Experience in PRA, Participatory Development Concepts and Approaches. 5. Ability to operate Word Processing and Data Processing Computer Software. 6. Good interpersonal and communication skills especially in the Lao and multi-national working environment. 7. Proficient in English. 8. Working Knowledge of Lao. Assignment Duration 3 person months. Duty Station Extension component office, National Agriculture and Forestry Extension Office, Ban Houay Yang, Vientiane capital city with an intensive field visits to the project site which will take 30% of the consultant’s inputs. The deadline for the submission of Expressions of Interest (EOI), including the CVs, technical and financial proposals, is at 14:00 hrs 15th June 2012 at the address below.
