Job DescriptionJOB VACANCY SME Development Advisor Lao Nationality The GIZ Human Resource Development for a Market Economy Programme (HRDME III) is continuing to emphasize Lao policy decision makers to enhance the economic frame condition grant. HRDME III is currently seeking for one Lao national to fill the position of Small-Medium Enterprise (SME) Development Advisor Starting Date: As soon as possible Duration of Assignment: until July 2014, with the possibility of extension Work Location: Vientiane Capital Main tasks and responsibilities: Under the responsibility and supervision of the GIZ Program Director and in direct cooperation with Small-Medium Enterprise Promotion and Development Office (SMEPDO) and the relevant national and international line agencies at national and provincial levels. The advisor has to fulfill tasks as below: • Foresee and deal with SME and related topics; • Coordination of the SME issues in consultation with the manager and in cooperation with partners, both as regards implementation and preparing organisation aspects; • Support the Central Taskforce on SMEPDO in strategic and operation aspects to further develop, adapt and refine the SME concept; • Assist in strengthen SMEPDO’s capacity to generate and disseminate SME relevant information with regards to ASEAN integration, value Chain Development and Business Development Services. • Assist and provide advice to SMEPDO staffs on relevant reports preparation; drafting and finalizing the project proposal with HRDME Programme as well as defending the proposal; • Report and set up the implementation plan and joint activities between GIZ-HRDME and SMEPDO • Report and summarize the implementation of plan and activities by monthly, quarterly and annually or as required • Advise on implementation of SME to different Associations/partners • Interface closely with Lao National Chambers of Commerce and industry, and relevant national and international line agencies • Translate Lao – English – Lao in SME context • Contribute to other tasks as assigned by the GIZ supervisor Experience and Qualifications: • Masters/MSc in economics/Business or related fields • Fluent English language skills (written and spoken) • Proficient computer skills (MS Office, data management, email) • Knowledgeable on Project Cycle Management, monitoring and Value Chain Development. • Knowledgeable on Financial Management and Accounting • Knowledgeable on Commercialization, public relations and Information and Communication Technology • Good communication skills • Ability and willingness to work in a team of national / international experts • Ability to work in hard demanding conditions with frequent travel to provinces/remote areas • Personal flexibility and high motivation • At least 5 years of experience with international organization and in the related position Female candidates are encouraged to apply.
