Job Description

CARE International in Lao P.D.R

Short Term Consultant

CARE International in Lao PDR is seeking applications for a INTERNATIONAL and/or NATIONAL consultant to conduct a base-line assessment for the “Women Organized for Rural Development” project for Remote Ethnic Communities in Phongsaly and Sekong provinces. The project entails three main outcomes:
1. To promote remote ethnic women’s collective actions through Income Generation Activities
2. To strengthen CBOs to enable them to support and represent remote ethnic women
3. To enhance linkages between learning, programming and policy influencing

A Gender Analysis, including baseline data and research in the project locations, is required at this time.

This research will collect quantitative data against selected indicators on gender norms around women’s economic engagement, group capacities and selected aspects on health and agricultural production with the purposes to: 1) provide a project baseline assessment, and 2) provide contextual information that informs project activities.

Objectives of the consultancy

The key objectives of the consultancy are to provide the following:
1. Survey and baseline data for the project in Phongsaly (Khua, Mai and Samphan districts) and Sekong (desk review) in order to inform CARE’s programming.
2. Comprehensive gender analysis, in target communities (15 villages in Phongsaly).
3. Gender analysis / baseline report.
4. Recommendations for interventions and realistic project targets.

Roles and responsibilities

In consultation with CARE staff, the consultant is responsible for:
• Designing the research methodology
• Implementing the agreed methodology
• Training data collectors
• Support data collectors to work effectively and to achieve research goals, as well as learning outcomes
• Analysing data, drawing on experience of CARE staff and partners through workshop discussions
• Presenting the initial results to stakeholders
• Documenting outcomes (report + data)
• Preparation of a PowerPoint presentation summarizing the study findings for use by CARE with external audiences.

CARE will ensure effective administrative support for the assessment, and provide inputs into the research process, as determined by the agreed methodology. CARE will also make available preparatory documentation on the project, as per section 4, above.


The application should include a (i) basic work-plan (indicating availability/timing), (ii) letter of expression of interest and proposed budget.
At a minimum, the quote should include the following:
• Fixed price package rate for this assignment, including any flights, accommodation etc, as necessary
• A concept paper of the proposed methodology
• Detailed research plan


Field work to be conducted in Phongsaly province (Mai, Samphan and Khua districts) and desk review of documentation (Sekong reference) in Vientiane.


As per work-plan, starting as soon as possible. To be completed no later than April 2015.

Selection criteria
1 Experience At least 5 years experience conducting qualitative and quantitative research and reporting on gender equality or livelihoods, preferably with a focus on Lao PDR.
2 Qualification Relevant post graduate qualifications
3 Technical skills Survey (e.g. PRA), training (participants in PRA), analytical skills, report writing. Demonstrated skills in leading a research.
4 Language Excellent written and spoken English language skills. Experience in Lao PDR and Lao language skills are desirable
5 References A minimum of two referee contacts who have managed the proposed consultant previously
