Public Financial Management Strengthening Program (PFMSP)
A. Background.
The Government of Lao PDR has received a financing in the amount of $4.7 million through a Multi-Donor Trust Fund (MDTF) administered by the World Bank to support of the Public Financial Management Strengthening Program (PFMSP) implemented by Ministry of Finance (MoF), MOF is seeking a qualified and experienced individual to serve as an expert adviser to the State Audit Organization (SAO) for the preparation of a workforce development plan.
The SAO is a relatively new institution, which is currently in a phase of rapid growth and expansion. Since 2007 it has grown from being a small, centralized organization with largely paper-based auditing systems, into one which operates from three locations across the Lao PDR, with total staff of approximately 150 and an increasingly sophisticated and demanding set of auditing responsibilities.
The SAO has been taking a structured approach to its capacity development needs. Following an international peer review of its operations in 2007-08, it has developed a ten-year Action Plan with the assistance of its two main development partners,
The World Bank and the Asian Development Bank. The Action Plan identifies all the SAO’s major needs, and proposes a long-term, structured approach to meeting them. The overall goal of the Action Plan is to develop the SAO’s skills, knowledge, infrastructure, and ways of working over a period of time, enabling it continually to improve its contribution to public sector accountability and governance in the Lao PDR.
International Expert Adviser for Workforce Development will have Minimum qualification and Experience:
• Tertiary qualifications in one or more of the following fields: human resources; systems analysis; accounting; management;
• Minimum of 10 years experience working in strategic human resources management;
• Experience in a public sector auditing environment, or an understanding of the nature of a government audit operation and the professional challenges involved in it;
• Experience in capacity building with strong coaching and mentoring skills;
• Strong leadership, relationship building, written and communication skills; and;
• Ability to work in a fluid environment and take initiative.
The interested candidates must provide information indicating that they are qualified to perform the Services described above.
Candidate should provide CV with academic background, experience in similar assignment, knowledge of international conditions and relevant references from previous clients. The length of services would be for a period of 1 month input.
