Job DescriptionVacancy for Lao National Position Title: Project Manager – End Trafficking in Person Project. Location: Savannakhet. World Vision Lao PDR (WVL), operating in the field of Community Development in Laos since 1991, wishes to invite application for the above mentioned position. Candidate with a strong commitment to serve the poor and disadvantaged people and willing to travel in the districts where projects operate are invited to apply. Purpose of the position: The carry out Manager’s responsibilities relating to End Trafficking in Person (ETIP) Prevention Project in Savannakhet Province ETIP Prevention Project manager is to spend 25% of their time in Vientiane to coordinate with relevant staff from the other pillars of the project and to build networks & represent the project to stakeholder agencies. Major Responsibilities: 1. Provide Project management and leadership. 2. Lead and manage project design, annual planning, and implementation 3. Ensure interdependencies within the ETIP Program are jointly designed, planned, and implemented 4. Monitor and track implementation against plan and targets. 5. Approve project expenditures 6. Develop high quality, accurate, and timely reports for the project. 7. Support dialogue, learning, coordination, and networking within the End Trafficking sector and partners. 8. Develop effective inter-agency partnerships and represent ETIP prevention work, for programming purposes. 9. Provide quality management and coaching of project staff under supervision Competencies • Project management skills, including management of scope, time, cost, risk, quality, human resources, and communication • Ability to conceptualize a logical design, create a Work Breakdown Structure, develop a schedule, and allocate appropriate input resources • Ability to communicate clearly, negotiate with a range of stakeholders, and willing to work as a team • Ability to monitor scope, time, and cost of the project and make corrective actions when needed • Ability to make appropriate decisions on spending within one’s level of authority • Ability to collect qualitative progress and quantitative monitoring data to generate narrative and financial reports • Ability to determine what case studies, lessons learned, and good practices should be analyzed and documented • Ability to analyze stakeholder positions and interests and identify strategic partnerships • Ability to communicate clearly and execute the communication management plan • Ability to manage people effectively • Educational Qualification: Bachelor’s degree or higher in a relevant field ( Social Work, Sociology, Laws or Education ) • Professional Experience: Minimum of 3 years experience in a Development NGO (experience in working in human trafficking, labour migration and reintegration work would be an advantage)
