Job DescriptionNational Program Manager, Oxfam Australia Vacancy open to Lao nationals only; two year fixed term contract Oxfam Australia has been working in Lao PDR since 1989, strengthening the resilience of communities through a sustainable livelihoods based approach. We have a team of 30 staff working with local partner organisations and government bodies in Vientiane, Salavan, and Sekong provinces. Oxfam Australia is aligning its programming and resources under a single management structure in Laos, in order to contribute to the objectives of the Oxfam Laos Joint Country Strategy. We are seeking a National Program Manager to manage Oxfam Australia’s development programming and humanitarian response work in Laos, to ensure high quality, sustainable outcomes. The key outcomes of our programs, which target the poorest and most vulnerable women and men, include improved capacity at village, district and provincial levels to better prepare for and mitigate the impacts of disaster, improved food security, improved health outcomes, particularly through improved access to clean water and sanitation, and improved gender equity. The National Program Manager will have overall responsibility for the delivery of the Oxfam Australia program and management of the program team, including line management of three Program Managers. The role will ensure: • effective and efficient delivery of program outcomes that meet the needs of multiple stakeholders in line with program strategies and organization priorities; • effective monitoring, evaluation and reporting of programs; • effective coordination and collaboration with other Oxfam affiliates in Laos in the development of joint country programs Key selection criteria – Extensive experience in the development and delivery of rural development and humanitarian programs in Laos, and of working with partners – Ability to manage complex budgets, donor contracts and donor relationships – Demonstrated ability and experience in program monitoring, evaluation and learning – Demonstrated ability to use own initiative and to take responsibility for supporting others to deliver on objectives – Strong team leadership skills, and able to adapt to differing styles and approaches to influence successful outcomes – Ability to apply coaching and mentoring style of leadership – Ability to manage security, health and safety, financial and reputational risk – Strong written and verbal communication skills (English and Lao) An attractive salary and benefits package will be offered to the successful candidate.
