Job DescriptionNational Operations Manager, Oxfam Australia Vacancy open to Lao nationals only; two year fixed term contract Oxfam Australia has been working in Lao PDR since 1989, strengthening the resilience of communities through a sustainable livelihoods based approach. We have a team of 30 staff working with local partner organisations and government bodies in Vientiane, Salavan, and Sekong provinces. Oxfam Australia is aligning its programming and resources under a single management structure in Laos, in order to contribute to the objectives of the Oxfam Laos Joint Country Strategy. We are seeking a National Operations Manager to manage the restructure of Oxfam Australia operations in Laos, whose key responsibilities will include: • Develop and deliver of an overall change plan for the restructure of Oxfam Australia operations in Laos, including capacity building framework and stakeholder communication strategy • Support the team through a period of significant change • Contribute to the development of joint operating model for Oxfam in Laos • Working closely with National Manager Programs, ensure effective operational support (human resources, finance, and logistics) for programs • Manage overall responsibility for the Laos country budget • Ensure a working environment that protects the health, safety and security of staff • Manage the operations team (HR, finance and logistics) including two direct reports Key selection criteria – Demonstrated ability to lead and motivate others through significant organizational change – Strong HR experience including knowledge of Laos labour law – Strong financial management skills – Ability to use initiative and to deliver on objectives – Effective communicator, able to influence and negotiate – Able to apply coaching and mentoring style of leadership – Ability to manage security, health and safety, financial and reputational risk – Strong written and verbal communication skills (English and Lao) An attractive salary and benefits package will be offered to the successful candidate.
