UN-HABITAT is the United Nations agency for human settlements. It was established in 1978, and is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all.
UN-HABITAT’s programmes are designed to help policy-makers and local communities get to grips with the human settlements and urban issues and find workable, lasting solutions. In Lao PDR, one of its projects aims to strengthen pro-poor water governance in Lao PDR.
UN-HABITAT is looking to recruit a National Consultant – Database Research Assistant – Development of a database for water supply treatment plant designs. This Consultant, together with the IT expert will assist the International Consultant.
The consultant will assist the International consultant to:
1. Complete and update the preliminary desk review for:
• List of websites and databases relevant to water supply in Lao PDR
2. Complete and update the preliminary desk review for:
• All design reports for design and as-built drawings of water supply treatment plants of various capacities ready for use with smaller communities of the size between about 2,000 inhabitants to about 4,000 inhabitants
3. Define the database structure, software requirements, the level of detail and the types of files to be electronically stored on the database including the design prototype of the system
4. Design the Excel datasheet as background information for the software application. The system is to be in both English and Lao
5. Define the scope of data for entry in the database, and prepare a demonstration version for discussion with DHUP, UN-Habitat and concerned stakeholders
6. Develop methodology and train relevant stakeholders from the public utilities on the use of the database Prepare a final report detailing all data and procedures for the database as performed in each phase of application development, including recommendations for short term and long term financial and technical support for the database
7. Translation where applicable (from English to Lao and vice versa)
Bachelor’s or Master’s Degree or equivalent in related field: Water Resources Management; Environmental Engineering. Additional qualifications in Research are an added asset.
• At least 5-7 years relevant experience in research;
• Sound knowledge in and experience with water supply and sanitation sector in Lao PDR;
• Good knowledge and sound understanding of the water supply and sanitation sector in the region;
• Experience of working with Nam Papa, Nam Saat and providing training and technical assistance;
• Good IT skills;
