SNV Lao PDR is looking for a:

National Associate Advisor Water, Sanitation and Hygiene (WaSH)
Based in Vientiane, Lao PDR

(Local contract)

SNV Netherlands Development Organisation is an international organization providing locally oriented and market-based strategies for economic development and poverty alleviation. The emphasis of our work is on breaking the cycle of poverty and creates opportunities for growth that is consistent with nationally defined poverty reduction strategies and the global MDG agenda. We concentrate our work in Agriculture, Water, Sanitation & Hygiene and Renewable Energy/Climate Change. We focus our work on advisory services, knowledge networking and evidence-based advocacy.
SNV is currently active in eight countries in Asia, with established country offices in Bhutan, Nepal, Vietnam, Laos and Cambodia, and emerging programmes in Bangladesh, Pakistan and Indonesia.
JMP figures show an upward trend in access to water. However, current coverage figures do not reflect the poor functional coverage of many of the existing facilities. There is a growing awareness that repetitive system breakdown, interruption, Sector Leader levels of service, can hardly be considered “functional”.
In order to increase sector impact SNV Lao PDR aims to address service delivery challenges in WASH and advance sector development as a whole, through strategic engagement with Government (sector ministry, relevant departments and their service delivery channels at sub-national level) and partnering with other experienced WASH sector agencies.
SNV aims to facilitate a shift in sector thinking, culture and practice through close alignment with respected sector agencies and working collectively with government and local partners to address underlying systemic sector issues that limit sector development.

Strategic Positioning:
• Conducts routine supportive analysis on context, sector or expertise area
• Actively participates in strategic positioning meetings as part of the team and provides input on strategic proposals
• Identifies opportunities/barriers and/threats of advisory practices and ensures proper info transfer to Sector Leader

Network Development:
• Analyses and understands the organisational and institutional environment
• Gives input to networking processes
• Maintains operational contacts with clients within assignments

Engagement and Strategic Scoping:
• Discusses the engagement process with the client
• Conducts diagnosis at problem level and client level together with Sector Leader
• Prepares proposals/strategies in consultation with Sector Leader and more senior colleagues
• Discusses proposal with Sector Leader/senior colleagues to get approval

Advisory Services:

• Delivers and holds responsibility for regular assignments independently, within clearly defined processes
• May act as account manager for an assignment
• Coordinates advisory services in a client/activity team
• Initiates and leads basic client meetings within defined assignment plan
• Ensures and monitor progress and quality and initiate appropriate actions / back up
• Ensures client satisfaction during the assignment


• Coaches associated partners (LCB) on quality within context of assignments

Knowledge Development:
• Contributes to internal and external Knowledge development
• Participates in knowledge development/expertise groups and in external networks
• Documents and shares lessons learned within SNV, clients and/or assignments

Candidate profile

Specific expertise and knowledge required

• Proven relevant track record in rural water supply service provision, sustainability of RWS systems, O&M and functionality issues
• Bachelors level education in civil engineering or other relevant professional subject with specialisation in water supply or social sciences
• Bachelors level education in civil engineering or other relevant professional subject with specialisation in water supply or social sciences
• Knowledge and experience of providing advisory services, organisational capacity development, change and multi-stakeholder process facilitation, system thinking, institutional development and organisational strengthening of public, private and civil society actors
• Expertise in participatory policy development, sector coordination and partnership development
• Team worker – able to work in as well as lead and manage a smal lteam composed of full time staff and consultants
• Excellent command of English and Lao Language (including excellent writing skills)
• Identifies and maintains effective contacts with colleagues from like-minded organisations

Other requirements unique to this job
• Knowledge and experience of PRA approaches, methods and tools
• Strong communication, facilitation and reporting skills
• Critical thinking and analysis skills, questioning and assessing systems, approaches and methodologies
• Good understanding of governance issues in Lao, i.e. social inclusion, gender, decision making, transparency, accountability, professionalism and their linkages
• Pro-active networking, lobbying and knowledge brokering skills with clients/partners
• Advocacy, influencing and negotiating experience
• Coaching skills (clients, staff) and knowledge searching skills
• Evidence of proactive efforts for personal professional learning and improvement

Contract Duration: 1 year (with possible extension)
