Job Description

CRS Monitoring and Evaluation Officer – Right to Learn

In April 2012, CRS received a two year grant from AusAID to implement the Right to Learn project to provide quality education for children with disabilities by supporting inclusive education (IE). The overarching goal of the project is All children with disabilities in Lao PDR are able to attend and achieve in school, which can be divided into 3 main strands:

1. Developing institutional capacity within the Ministry of Education and Sports, Provincial and District Education Offices and the National Rehabilitation Centre
2. Training and supporting school staff and managers to implement IE at school and community level
3. Working with communities to support children with special needs, both in and out of school

PRIMARY FUNCTION

The primary role of the M&E Officer is to ensure the proper monitoring and documentation of project implementation, database management, compiling reports for analysis by the AusAID Project Manager (PM), and coordinating with the PM on reflection events. The M&E Officer will also provide project support to the Project Manager to assist in MoES coordination efforts.

The position will be based in Vientiane capital with around 50% travel to Xaibouathong district and Thakhek city in Khammouane province.

QUALIFICATIONS

• Lao national with a University degree
• At least 2-4 years working in the development sector, education experience preferred
• Excellent analytical skills
• Excellent attention to detail
• Excellent computer skills in Excel and Word; skills in SPSS a plus
• Intermediate to Advanced English reading, writing and verbal skills
• Must be able to work in a team environment and with government officials; good interpersonal skills
• Ability to work pro-actively with little supervision
• Ability and willingness to travel to districts and target villages; familiarity with Xaibouathong, preferred
