Job DescriptionVACANCY ANNOUNCEMENT Save the Children is the world’s largest independent child rights development organisation, making a difference to children’s lives in more than100 countries. Save the Children in Lao PDR implements programs through government partners in Sayaboury, Luang Prabang and Borikhamsay Provinces. MANAGER LOGISTICS – Laos Country Office Sector: Support Services Team Duty Station: Vientiane Capital Position: Lao National The Logistics Manager is responsible for the overall leadership, coordination, and support of all program-related logistics for Save the Children Lao PDR Country Office. S/he is responsible for developing and maintaining effective and efficient supply-chain policies and procedures, consistent with SCI standard operating procedures (SOPs), international standards, national laws, and donor rules. Responsibilities under his/her direction include purchase requisitions and procurement; supplier contracts, customs clearing; the transporting of goods from starting to end points; asset/inventory management; vehicle purchasing, disposal & servicing; and the completion of reporting as required by management. Duties include: – Develop, revise, and/or maintain up-to-date Lao PDR Country Office logistics policies, procedures, and forms including those related to local and international procurement; customs clearing; effective stock management and warehousing; regular analysis of transportation rates; emergency response, and the use of planning & tracking tools, including procurement planner, purchase order tracking, supplier payments schedules, asset register. – Manage the process of supplier selection and evaluation, including supplier appraisal, quality control, customer relationship management, payment conditions, risk assessments, and performance – Organize and supervise all tendering & procurement processes for SCI construction projects – Ensure that the national and international freighting of project supplies is maintained within budget and uses the most cost-effective and reliable means of transport for the timely delivery of goods to the Save the Children project sites or warehouses. – Contributing to the development & maintenance of the Emergency Preparedness Plan (EPP) – Implementation of emergency response policies & procedures, fast-tracking systems, ensuring clear documentation & communication of these. Ensuring there are roles & responsibilities regarding logistics – Ensure that incoming purchase-requisition orders are completed correctly, including budget codes and approvals per the Scheme of Delegation. Ensure there is full documentation to support all logistical transactions, procurements etc., and these are filed in an organised manner – Provide relevant staff with capacity building to perform logistic function in field office – Organize and supervise all procurement processes, including preparation of Requests for Quotations (RFQs); receipt of quotations through a transparent process; and the fair evaluation of quotations by Save the Children’s Procurement Committee (PC), in full compliance with Save the Children rules and regulations. Review all supplier contracts prior to signing. QUALIFICATIONS AND EXPERIENCE • Minimum Bachelor degree in Administrative Management, or similar business field; • Certificates related to Logistics or Asset Management are a plus; • Minimum 5 years of experience in logistics management including procurement, warehousing, transportation and distribution, customs clearing, stock management and fleet management; • Experience in logistics management in emergency response highly desirable; • Three years of experience working with international NGOs, international business company or similar; • Experience in the distribution of both food and non-food items is an advantage; • Experience working with local commodities transporters, including the negotiating of competitive transportation rates; • Experience in the tracking and cataloguing of incoming and outgoing goods using computer software. (Experience using logistics computer software highly desirable.); • Knowledge of international standards related to logistics and procurement; • Excellent English language communication skills (both oral and written); • Expertise using Microsoft Word, Microsoft Excel, and internet applications; • Ability to work in high stress situations such as emergency response.
