The Trade Development Facility (TDF) multi-donor trust fund is the first coordinated
Government of Laos (GOL) and development partners effort in the area of Trade. The TDF supports the Lao Government’s National Socio-economic Development Plan (NSEDP) in its aims to reduce poverty and sustain economic development by facilitating trade and cross border movement of goods, and by increasing capacity of the Government to undertake specific tasks related to regional and global economic integration. The TDF has been designed to specifically fund activities identified in the Diagnostic Trade Integration Study (DTIS) and its Action Matrix (AM) which were prepared under the Integrated Framework process (IF).
The TDF comprises of five main components, namely:
• Trade Facilitation;
• Strengthening of Sanitary and Phyto-sanitary Standards (SPS) and Technical Barriers to Trade (TBT) Frameworks;
• Improving Export Competitiveness and the Business Environment;
• Capacity Building, Trade Policy, Trade Agreements and Global Opportunities; and,
• Strengthening of the National Implementation Unit (NIU).
The NIU is seeking to recruit International Trade Advisor to assist in trade policy advice and analysis, implementation of trade programs, donor coordination and strategic planning.
The objective is improving efficiency and effectiveness of trade related technical assistance and gradual shift to full program based approach in trade and private sector development, the National Implementation Unit of the Department of Planning and Cooperation.
(a) Policy Advice and Analysis: providing policy advice and technical assistance to the MOIC as required;
(b) Enhanced Integrated Framework (EIF):
(i) Providing advice to the MOIC on ongoing and emerging EIF commitments and preparation of regular briefing updates;
(ii) Providing technical support and advice to the National Implementation Unit (NIU) on project identification, design, implementation and monitoring and evaluation;
(iii) Working closely with respective stakeholders in updating and implementing the Trade and Private Sector Development Programme; and
(iv) Facilitating donor coordination concerning implementation of the Action Matrix.
(c) Trade Development Facility (TDF):
(i) Assisting and providing technical support to the National Implementation Unit (NIU);
(ii) Supporting coordination of inputs from development partners not
participating in the TDF; and
(iii) Supporting NIU in strengthening Implementing Departments (GSEUs) and NIU linkages.
(d) Sector Performance Monitoring: assisting Ministry of Industry and Commerce (MOIC) monitoring progress towards National Socio-Economic Development Plan (NSEDP) commitments.
(e) Strategic Planning: Assisting MOIC with the development of Annual Work Plans for the TDF, EIF and TPSDWG and ensure they align with GOL Strategy and Plans. The Advisor will also assist the MOIC in integrating trade and private sector development issues into the NSEDP 8 planning process.
Aid Effectiveness: Assisting MOIC to effectively lead the TPSDWG and implement its commitments, including coordination with Development Partners.
(f) Liaison and Linkages: strengthening liaison within MOIC and cross-sector coordination to promote policy consistency and coordination within MOIC and the GoL; liaise and coordinate with other stakeholders, development partners and other TA members, as well as with other key relevant development initiatives.
(g) Cross-cutting thematic areas: Assisting MOIC to ensure that cross-cutting thematic areas including gender, environment etc are integrated into policy formulation, strategic planning and implementation at all levels
• Minimum of a Master Degree in Trade, Economics or Commerce
• Minimum 5 years of work experience in research and economic policy advice in developing transition economy.
• Have a good knowledge on trade issues related to developing countries.
• Knowledge of gender awareness and sensitivity
• Excellent Analytical Skills
• Excellent communication skills (written, verbal, and interpersonal)
