It was established in 1978, and is mandated by the UN General Assembly to promote socially and environmentally sustainable towns and cities with the goal of providing adequate shelter for all. UN-HABITAT’s programmes are designed to help policy-makers and local communities get to grips with the human settlements and urban issues and find workable, lasting solutions. In Lao PDR, one of its projects aims to strengthen pro-poor water governance in Lao PDR. UN-HABITAT is looking to recruit an International Consultant – Development of a Water Supply and Sanitation Sector Strategy for Emerging Towns. Duties and Responsibilities 1. Prepare detailed reports through desk reviews, interviews and in-depth research on the following: – Complete and update the preliminary desk review for: – Bibliography for relevant sector documents from 1990 to the present; – Legislation relevant to the water supply sector and in particular to emerging towns – List of websites and databases relevant to water supply in Lao PDR 2. Chronology of policy reform and external assistance to the water supply sector since 1990 to the present, with a focus on those activities and projects relevant to emerging towns’ strategy development 3. Describe and elaborate the roles and responsibilities of the key water supply sector actors and define the areas and types of settlements to be covered by the strategy 4. Assess the different options and scenarios for the present and future institutional framework for water supply in emerging towns, including, for example, the turning of Nam Saat into a state enterprise and the re-establishment of Nam Papa Lao State Enterprise 5. Assess the human resource requirements for Nam Saat, Nam Papa, concerned government offices and communities for development of water supplies in big villages and emerging towns 6. Review, describe and propose water supply tariff models to be used in the big villages and emerging towns for the progressive introduction of full cost recovery fee payments by water supply consumers in these settlements 7. Review, describe and propose water supply management models for big villages and emerging towns 8. Prepare the above draft analyses and reports into a cohesive draft strategy document based on meetings and discussions with concerned sector partners following a participatory methodology described further below 9. Prepare the draft Water Supply and Sanitation Strategy for Emerging Towns (including detailed budget requirements to fulfill the strategy to 2020 in line with government policies and plans) Qualifications and Experience • Minimum of an advanced University degree in Water Resources Management, Engineering/Environmental Science, Public Administration, or another related field. • At least 15 years post qualification experience in public sector governance with a strong focus on public administrative reform and service delivery. • Experience administering major public sector programmes with, and providing advice and assistance to, staff in both line Ministries and other government agencies. • Working knowledge and application of sectoral review and functional assessments within the water and sanitation sector in Lao PDR and or other countries in the region. • Working knowledge of up to date national water and sanitation policy initiatives such as the creation of Public Water Utilities and application of market-based water pricing. • Confident consensus building skills with senior executives and politicians as well as strong public speaking, facilitating and presentation skills. • Experience in the Mekong region and or Lao PDR
