Programme Officer
Division/Section: Integrated Capacity Building Programme, Human Resources Section
Post Level: M-12
Work location : Vientiane, Lao PDR
Contract type/ Duration: Fixed-term appointment / One-year contract renewable

Key Responsibilities:
• Provide support to HR team on the revision of HRM policies & procedures as relevant to the capacity building of MRC and the capacity building processes to support the application of revised procedures;
• Works in collaboration with the relevant Sections and Units of MRCS to support the strengthening of the relevant organisational systems e.g. strategic planning, programme cycle management, procurement, administration;
• Works in collaboration with the MRCS programmes and the NMCs to identify priority organisational development capacity building needs;
• In collaboration with programmes and NMCSs, designs appropriate capacity building approaches to address priority organisational development needs for the decentralisation of the river basin management core functions
• Take part in the process to plan for the different related activities on institutional development for the decentralisation of the core functions;
• Acts as the focal point for all capacity building initiatives to strengthen leadership & management competencies within MRC & NMCs;
• Responsible for designing, planning and implementation of the Leadership and management skills development Phase 1
• Prepares work plans, reports and other relevant documentation to contribute to the overall ICBP implementation;
• Updates/revises/designs a revised orientation process and facilitate periodic orientation for new staff joining the Secretariat
• Coordinates the capacity building activities for NMC’s and the MRCS under the budget available from OEB and other budget fund available for the professional development of MRC staff;
• Cooperates and coordinates with NMCs to facilitate planning, implementation, monitoring and reporting of the OEB budget for human resource development within MRC

Qualifications/Requirements:
• National of Cambodia, Lao PDR, Thailand or Vietnam
• Master’s Degree in Public Management, Political Science, Social Science, Organisational and Institutional Development or related fields,
• 12 years’ experience in the development sector with experience in organisaitonal development, public administration reform, institutional development, river basin organisational development and management, etc.
• Experience in training events moderation, facilitation and organisation, networking, team building, project planning, budget management and reporting;
• Strong understanding of organisational systems operation and development;
• Service oriented attitude and with high people skills
• Good communication skills
• Extensive training experience, especially im multi-cultural settings;
• Ability to work comfortably with senior officials, consultants and experts;
• Language: Fluency in English both written and spoken required.
