Job Description

Chemonics International, a leading international consulting firm based in Washington, D.C., seeks qualified Lao national and expatriate candidates for the anticipated USAID-funded Lao PDR–U.S. International and ASEAN Integration Plus (LUNA Plus) project. This anticipated USAID-funded project aims to assist Lao PDR to increase trade liberalization and strengthen the institutional capacity of both the public and private sectors and civil society organizations. The project will continue technical support for Lao PDR adoption of the legal framework necessary for compliance with WTO membership, ASEAN Economic Community realization, and U.S.-Lao PDR Bilateral Trade Agreement compliance.

Seeking the following technical specialists:

Institutional Development & Capacity Building Specialist
• Expertise in institutional development and training for government and private sector
• Proven ability to provide capacity building to counterpart enforcement and regulatory agencies, as well as build capacity of civil society and private sector organizations

Qualifications
• Relevant university degree required; Masters in economics and/or trade policy
• Experience working with USG agencies, Lao PDR government officials, private sector stakeholders, multilateral institutions (WTO, ASEAN, APEC), and/or other donors required
• Work experience in Lao PDR required
• Prior USAID experience preferred; must have experience with donor and/or development-related organizations
• Fluency in both written and oral English
