Luang-Namtha Province
The United Nations Children’s Fund (UNICEF) in Vientiane, Lao PDR, requires an experienced and qualified Lao National to fill the position of Health Officer Field, IMIS No. 71956 at (NO-A) level to be based in Luang-Namtha Province.
Duties and responsibilities:
Under the supervision of the Social Policy Specialist, Luang-Namtha Zonal Office, the incumbent will be accountable for professional technical contribution to designing, planning, implementation, monitoring and evaluation of Health programme activities. The post will focus on the community implementation of the Maternal and Neonatal Child Health (MNCH) package of the Government of Lao PDR, and support an integrated community approach to Early Childhood Care and
Development (ECCD).
Within the delegated authority and under the given organizational set-up, the incumbent may be assigned the primary, shared, or contributory accountabilities for all or part of the following areas of major duties and key end-results.
1. Programme Management:
Ensure the availability of accurate, complete and up-to-date information required for effective Health programme design, implementation, management, monitoring and evaluation.
2. Programme Efficiency and Effectiveness:
Enhance programme efficiency and effectiveness through implementation follow-on, including monitoring UNICEF inputs, local conditions and resources, flow of supply and non-supply assistance and Health Programme status.
3. Work Plan and Documentation:
Analyse data and information and prepare progress reports; assist Provincial and District Health offices in their annual planning, budgeting, monitoring and review processes; draft inputs for the Health programme work plans and assist in identification of required technical assistance, supplies and equipment assuring accuracy and consistency with established rules, regulations and plans of action. Support the drafting of documentation that captures good practices and lessons learned of community approaches for MNCH and ECCD interventions,
4. Knowledge Sharing:
Compile Health project implementation training and orientation materials to promote knowledge sharing with Vientiane office, counterparts, Health sector stakeholders, donors and media.
5. Communication and Networking:
Ensure effective communication, including on the UN MNCH Joint Programme in Luang Namtha province. Maintain and expand local partnerships for better coordination of UNICEF support and scaling up of evidence based child survival and development interventions.
Qualifications and experience:
• At least one year of relevant professional work experience. Experience working in the UN or other international development organization, and field work experience an asset.
• Background/familiarity with Emergency
• University degree in one of the disciplines relevant to the following areas: Health, Public Health, Global/International
Health, Health Policy & Management, Environmental Health, Family Health, Health Research, Biostatistics, Sociomedical
Sciences, Epidemiology, Health Education, Health Promotion and Disease Prevention, Educational
Interventions in Health Care, Demography, Social Sciences, Medicine, Nursing, or a field relevant to international public health development assistance
• Fluency in English and Lao is required.
• Translation skills/experience an asset.
• Ability to monitor progress of programme implementation.
