GGGI Strategic Plan 2015 – 2020 highlights the need to increase activities in Least Developed Countries (LDCs) in GGGI’s portfolio in order to demonstrate the benefits of a pro-poor green growth paradigm and to ensure long-term strategic engagement in areas where GGGI can maximize impact.
In this context, GGGI has initiated the LDC Expansion Plan, aiming to identify new LDC programming opportunities for green growth that are consistent with GGGI strategic objectives and priorities. The LDC Expansion Plan is composed of three phases, which are: (1) Country selection, (2) Pre-scoping (initial analysis and country dialogue), and (3) Scoping (detailed background analysis, in-country consultations and program design).
The Lao People’s Democratic Republic (Lao PDR) is one of the priority countries of the expansion plan in 2015. The dialogue on a cooperation program is in its initial stages and has now entered into Phase 2: Pre-scoping.
To support the process, GGGI will engage the services of a locally based Consultant who will facilitate multi-stakeholder consultations and prepare analytical inputs to the further design of a cooperation program. The Consultant will report to GGGI and coordinate closely with the Government of the Lao People’s Democratic Republic (GOLPDR).
II. SCOPE OF WORK
The scope of work for the Consultant comprises, but is not limited to, the following tasks:
Provide support in organizing a joint GOLPDR -GGGI multi-stakeholder strategic meeting for in-country consultation in Lao PDR. This includes technical support to develop program and relevant materials, facilitation, and other inputs required to operationalize the event;
Ensure strong presence of the GOLPDR, as well as other stakeholders including development partners, private sector and civil society representatives;
Provide initial analysis of the Lao PDR’s green growth commitment and potential, and contribute to identify and prioritize GGGI’s potential interventions in the country, taking account of GGGI’s strategy and value chain and the priorities of the GOLPDR. In the prioritization of interventions, the analysis shall take account of the initial consultations and analyses undertaken in Phase 1 and 2, including the outcomes of the workshop.
Analyse gaps and propose additional studies and other activities to be undertaken during the scoping phase.
Roadmap to Membership
Provide an annex to the analysis component, or a separate brief, on the pathway for the GOLPDR to becoming a GGGI member, taking into consideration key actors, decision points, and timelines that would be involved.
Establish and maintain contact with, and facilitate communication between, GGGI and relevant partners in the Government and other stakeholders.
1) Multi-stakeholder meeting organized in Lao PDR (Vientiane). During this meeting the consultant is expected to prepare a program, related documents, and facilitate the event.
2) Brief analytical report on Green Growth in Lao PDR, on the priorities of the Government and on the priorities of a possible GGGI cooperation program, to be used by GGGI as an input for a scoping proposal.
- Draft Report – A set of analysis that identifies green growth opportunities that are aligned with the national priorities of GOLPDR.
- Final Report – Builds on the draft report by incorporating the outcomes of the stakeholder meeting and any implications for the analysis that came through in the meetings. The final paper should be between 15-20 pages long.
