Vacancy Announcement

DRR Officer- 1 position

Position Location: Nonghet based with 50% traveling to project area in Nonghet district, Xiengkhouang province
Position is for Lao Nation ONLY

Main Role

Disaster Risk Reduction Officer (DRR Officer) is responsible for overall planning, implementation and monitoring of DRR project(s) based in Nonghet District, Xiengkhouang province. This includes working closely with education team and relevant government partners to effectively implement DRR project activities. Specifically, DRR Officer, in the first two year of assignment, works closely with Education program staff to ensure efficient capacity support in Nonghet district, Xiengkhouang province and other potential provinces respectively when ChildFund expands to other areas.

Key Responsibilities

• To support staff and local partners to plan, implement and monitor the school based DRR component.
• To work closely with education team in the support of conducting and/or facilitating capacity building for partners and school teachers so that they can implement school based DRR effectively.
• To work closely with Village Education Devlopment Committees (VEDC) in each village and a network throughout the project area to plan and implement school based DRR activities.
• To support local partners, particularly the education offices and relevant government offices, in the first
• To carry out monitoring of DRR activities that demonstrate change in terms of quality and appropriateness of education and environmental contexts
• To work with staff and partner to monitor and oversee infrastructure construction/repair of DRR focused infrastructure and to ensure quality and child-friendliness in ChildFund’s approaches at all times.
• To oversee day-to-day planning and management of DRR activities in Nonghet
• To work closely with DRR Manager to ensure that government and other development partners provide genuine engagement of all stakeholders particularly children and youth in DRR work.
• To identify and recommend training needs for appropriate project partners and to increase project management capacity and to improve partner contribution to DRR project objectives.

Required Qualifications, Experience and Personal Qualities

• College degree or equivalent Development, education or related field.
• At least three years relevant experience working with INGO or relevant agency, with at least one year in DRR area.
• Field experience and demonstrated skills in DRR sectors
• Fluency in English and Lao. H’mong languages is an advantage.
• Strong IT skills and familiarity with MS Office, MS Windows and internet applications
• Good interpersonal communication skills with an ability to relate to people from a range of backgrounds in an appropriate and effective manner.
• Some experiences facilitation skills and experience working in rural communities.
• Willing and able to undertake work-related travel in Nonghet and beyond.
