The Lao People’s Democratic Republic has received a Grant from the International Development Association (IDA) toward the cost of the Customs and Trade Faciliation Project (CTFP), and intends to apply part of the grant proceeds for consultant services. This service would support the customs modernization, through the following one position:
The objective of this assignment is to support the Lao Customs Department (LCD) to work on a full development of risk management and customs intelligence for the LCD covering not only operational needs of the electronic processing but also those for customs control and prevention though the following tasks: (1) review the risk management tables and indicators currently used in Automated System for Customs Data Development (ASYCUDA) selectivity module, (2) review the current institutional and management structure of the LCD and design the comprehensive risk management cycle, (3) Draft internal procedures for risk management taking into account operations of ASYCUDA selectivity, (4) prepare and implement a five-day training for the work along with the initiatives recommended, (5) draft national Customs intelligence plan, (8) review manual processing in the LCD, and (7) Identify the LCD’s needs on risk management support system.
About three and half (3.5) person-months of specialist professional will be required over a period of about four and half (4.5) calendar months. The assignment is expected to start by the beginning of September 2012 or earlier.
The Ministry of Finance through Customs Department now invites eligible individual consultants to indicate their interests in providing the services. Interested individual consultants shall submit their applications indicating that they are qualified to perform the services (curriculum vitae, description of similar assignments, experience in similar conditions, appropriate skills, etc.).
A consultant will be selected through comparison of qualifications among those who have expressed interests under the method of Selection of Individual Consultants in accordance with the procedures set out in the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers, dated May 2004, revised October 2006.
