Deputy Team Leader for Laos: Bolikhamxay response
The overall objective of this assignment is to lead and manage the operational elements of the emergency response.
The staff will oversee the implementation of the developed emergency response program with the Response Team Leader and the livelihoods consultant based in Vietnam.
In addition, the staff is responsible for identifying operational needs and resources and elaborating operational recommendations for the emergency response in line with Save the Children national and global priorities. This assignment is for a period of one year.
Major duties are:
a. Strengthen relations with Health Poverty Action (partner INGO in the implementation of the response)
b. Work with the RTL and the Disaster Management Officer and HPA in strengthening the response mechanism: SC and partner agency in close coordination with the Bolikhamxay team)
c. Introduction to partners: national, provincial, district and village levels
d. Together with the emergencies manager and the field team staff, lead in the conduct of the risk analysis and market study in preparation for the cash distribution. This may require the consultant to travel to the field as necessary, including Bolikhamxay and Sayaburi provinces.
e. Facilitation of the finalization of the beneficiary list in coordination with the provincial and district authorities and the BOL Team
f. Recommend criteria for beneficiaries to a maximum number of beneficiaries that may be reached;
g. Coordination with the Logistics and Finance team in setting up the system for cash distribution. Prepare weekly plans including distribution plans with partners and weekly report signed off by SMT
h. Overall management of the emergency response in the absence of the response Team Leader
i. Overall management of operational functions of the emergency response and coordination of day to day activities in line with the response strategy
j. Make staffing recommendations for operational functions to the response Team Leader
k. Contribute to the production of high quality analytical reports Sitreps and assist collection, analysis and dissemination of relevant information and data
l. Ensures that response Team Leader is well informed on issues related to emergency response and emergency risk management pertaining to all areas of operations
m. Ensure that operational objectives and activities are agreed upon within the context of Save the Children values, aims and objectives
n. Ensure that operational activities are planned and carried out in line with Save the Children Emergency Benchmarks on scale and scope
o. Oversee logistics management
p. Oversee safety and security management
q. Oversee compliance of operational activities with Save the Children national and global policies and procedures and with relevant donor regulations and agreement, SPHERE guidelines and the NGO code of conduct
r. As delegated represent Save the Children’s emergency response to local authorities, donors and members of the humanitarian community and in coordination mechanisms, such as clusters
s. Oversee budgets for operational and other delegated functions, ensuring that field locations adhere to financial guidelines and related administrative procedures
t. Lead/contribute to funding proposals as necessary, including ECHO/DIPECHO
u. Comply with all relevant Save the Children policies and procedures with respect to child rights and safeguarding, health and safety, equal opportunities and other relevant polices
v. Lead, support and motivate team member, ensuring that team members have clear objectives and receive meaningful feedback on their performance.
w. Assist in capacity building of staff involved in the emergency response.
x. Production of the final report to donor in coordination with the RTL.
The following qualifications are required for this position:
• At least 1 years substantial experience working with a humanitarian organisation within an emergency environment
• Skills and experience in project/programme implementation, monitoring, review and evaluation preferably from a child rights approach in accordance with the CRC and international humanitarian rights standards
• Skills and familiarity with ECHO’s Programming, particularly cash transfer programming
• Substantial people and programme management experience with good interpersonal skills and ability to communicate at all levels
• Solid experience in grant management including budget holding and donor reporting
• Substantial understanding of monitoring and evaluation, as well as accountability towards beneficiaries
• Substantial understanding or proven experience of security management issues
• Ability to produce high quality reports
• Representation political awareness and advocacy skills
• Ability to work with limited supervision from manager
• Experience of working with partners and participatory approach
• Fluency in written and spoken English and computer literate
• Commitment to and understanding of Save the Children’s aims, values and principles
• Familiarity of the Lao context is an advantage
