Handicap International (HI) is seeking to recruit an individual consultant or a consultancy organization to support an organizational assessment of his partner organization, the Lao Disabled
People’s Association (LDPA), in order to develop a coherent strategy to support organizational capacity building of this partner organization The assessment will primarily explore the internal working mechanisms of the organization, including: mission, identity, structure, and internal communication mechanisms. Based on the assessment of the consultant, a capacity building strategy will be developed and implemented within the existing strategy of Handicap International 2013-2017.
The expected outputs of the consultancy will include:
1. One organizational capacity assessment report. The assessment and report will include focus on the following elements:
o Clarity of organizational Mission, Vision and Overarching Goals
o Logic of the organizational structure
o Internal decision-making and coordination mechanisms
o Human Resource Capacities
o Administrative Processes
2. One Concept Note focusing on Organizational Capacity Building. The Concept Note will present key recommendations for implementation of the HI capacity building strategy, including prioritized targets based on the needs of the organization and indicators for the first year of implementation of the strategy. Importantly, the Concept Note will identify potential methodologies for delivery of capacity building activities (i.e. partnership with local civil society, scholarship support for formal training courses, etc.).
The consultant will work in close partnership with the HI team and will be based at the HI office in Vientiane.
The mission of the consultant will begin on the date of official contract signature, ideally on or before August 2013. The consultancy period will preferable end before 31st October and in any circumstance may not be extended beyond 31st December 2013.
The consultant can be an individual, team or existing organization. Preferred candidates will demonstrate a strong understanding and experience in working with local civil society organizations (preferably in Lao PDR or Southeast Asia). Preference will also be given to applications demonstrating knowledge and experience of disability and development and the role of Disabled People’s Organizations and be able to speak Lao language.
Applicants are expected to submit a narrative proposal including details related to consultant background (if team or organization, please provide relevant history), assessment methodology, proposed timeframe and detailed budget. For individual or team applications, please submit the CV of the lead consultant. For organizations, please submit a cover letter summarizing the organizations relevant experience and capacity.
